Its appears when you have some quest active. I forget what it is called, but you get it in Chantry of Secrets.

What plothole? The Order of Whispers entombed him at the same location as Palawa Joko.

Reading quest dialog can *really* help one know what the lore is. It never ceases to amaze me how many people who moan and complain about GW story have obviously never bothered to *read* that story. How do you know if it is a plot hole or sucks if you do not even bother to read it?

From the relevant quest (A Brief Introduction):

"Hello, <name>. The Order of Whispers needs your help. We have devoted our lives to protecting the land and its people from mystical threats, including that of Abaddon. Most of what we know of the God of Secrets comes from one of his creatures that we captured, at great cost, nearly a hundred years ago. We interrogated this Titan, Saevio Proelium, and when he would no longer aid us, sealed him away in a tomb.

During the recent storms, a great commotion was heard around that tomb. We need someone to go check on Saevio Proelium's tomb. If something has happened, we are in even more danger than we thought! Be careful, for demons are appearing more frequently, and may be seeking to free the titan. If Saevio Proelium has escaped, there is no telling how dangerous the area could be!"

"It is as I feared. Not only has the descendant of our greatest hero gone mad, one of the servants of Abaddon has escaped! This is grim news. We will need to amass a force. We have been watching you for some time, <name>, and we know of your devotion to the people of this land. The Order of Whispers will be calling on you again."

You even have to click on the tomb in doing the quest.

and then dialog from the follow up quest ("Between a Rock..." - one of the LB farm quests):

"Alas, Margonites have released the titan Saevio Proelium from his tomb. The Titan has fled back to its lair in the Realm of Torment, but now the Margonites seek revenge for its long imprisonment! Most of the citizens here are miners or farmers. They can't defend themselves against these abominations. I have word the villages of the Yatendi Canyons are under attack! These peasants will be slaughtered if you don't get there right away!"

As to why it didn't show up before, do not know - since it was due to recent storms and the margonites intentionally freeing him I would assume it was underground. Also do not know why they chose Joko's Monument, I guess the same reason they chose to entomb Joko there also - maybe there is something special about it. But that still isn't a plot hole, just something that is never explained.

Most likely nothing about Saevio. The battle against Palawa Joko is a few hundred years ago and the titan was captured nearly hundred years ago.
Additionally the Margonites & Titans are enemies of Palawa Joko.

Saevio could be in the mission pack.
Even if he was captured 100 years ago, he could have been around a lot longer than that.
And not always have been a titan.

Nothing about Titans in the lore of the Battle of Jahai and i don't think Turai Ossa would've gone on a pilgrimage to the Crystal Desert, if there were titans on the lose. Back in those times the Forgotten kept the lid on the Torment entry shut.

You've never seen it?

One of the main quests in NightFall actually takes you right up to that statue, explains (partly) what it is and has you do a task near it.

There is even a cinematic around it.

I'm not sure how you could miss it unless you havent played Nightfall or got that far yet...
